Looking at the repository it is really confusing which one should be downloading here.
Should I then assume that the mobian - roadmap is dead in the waters?

Just followed this link, it is active and downloaded artifacts.zip archive with u-boot (containing 2 files). Mobian is definitely not dead. Maybe it just in process of preparing a new version based on new Debian version.
