As others here comment, shipping can take a really long time from China during these days. It's entirely possible your parcel still arrives.
As @fxc comments, I would allow for more time. Although Pine64 does not have a good customer service reputation (hence the existence of their slightly more expensive stores who do this service), I do not know them to be scammers.
Who blacklisted you and for what reason? Were you rude to their staff? Or were you blacklisted after cancelling your order whilst it is in transit?
