Tow Boot should not depend on eMMC presence, but it looks like RE button also disables SPI along with eMMC leaving SD as the only boot option. This makes sense as otherwise there would be no way to recover from a corrupted SPI loader as SPI has the highest boot priority.

I've used Tow Boot to export eMMC and write mobian image to it. Running fine for the last two weeks.
