Rock64 4K 60 in reality Rock64 4K 30 ?

I`m looking for days to find any Info - is the board capable of 4K@60Hz ? 
I read the hardware is not capable of true 60 FPS @ 4K Resolution.

Is this true ?

Can I render 4K60Hz from memory into Framebuffer ?

Depends on the decoder H264/H265 but also think they have kernal probs from what it says on github.

The board was only capable of H265... @ 60Hz much is 30Hz.
