When downloading updates and upgrades and things change for the worse;
How/where do I inform or list the problems, so the developers get feedback.??

Almost every project has their own bug tracker which can often be found on their git repo if they use that. That's where issues should be reported and where developers are most likely to see it. In Mobian's case it can be found here.
