Is there a priority list for features/ bugs, that have to be implemented/ fixed?

I'm running Ubuntu Touch from an SD and If I want to unlock the phone with the power button half of the time ( if not more ) I get a slightly lit black screen and I have to shut off the phone and reboot. Booting Manjaro from the EMMC doesn't work anymore after the first attempt to update (324 too) as I explained in this thread .
