I suppose you mean Raspberry PI bus GPIO4 (RPI pin7) because RPI pin4 is 5V VCC.

Raspberry PI bus doesn't have ADC (Analog to Digital Converter). You can use MCP3004/MCP3008 chip to achieve this.
