The Pinebook Pro uses USB3 and DisplayPort to communicate with docks. So any other computer (or smartphone) using that should work.

Nope. (Thunderbold is about also exposing a PCIe interface, multiplexec together with DP packets. This dock doesn't support PCIe).
Unless the laptop falls back to USB3 + DisplayPort.
But most Thunderbolt laptops should be able, right? (The USB3+DP dock I am currently using (similar to the offical PinePhone dock) advertises compatibility with Mac Air, and my SO's Mac Air seems to recognize it. So I presume other laptop would be able to fall back to non Thunderbolt ?)
