That is just the pad for the pogo pin watch back to connect to. It is used only for charging so I guess if you stack the charger, watch back and watch front together and you can see the device charge then it is working electrically.

On the other hand its pretty odd to see a blob of solder on the pad (it is just a blob of solder, right?). IMHO this sort of thing should not be happening during manufacturing.
