I once connected my Pinephone on a USB port (500mA ?) of my computer while using the phone (with Ubuntu Touch). The battery level hasn't gone up or down. Using a 15W charging unit, the battery charges.
I noticed that while the phone is off with battery in place, the battery discharges pretty quickly.

I don't have a USB-PD charger yet, but my 5V/1.5A capable chargers were able to charge the battery (slowly) even when the phone was on. Didn't leave it alone w/ screen on, so that may still be a bit much to ask.
(I also used a USB volt/amp monitor to confirm that voltage stays at 5V and was indeed using full 1.5A)
