Rock64 - can not connect via store's USB-to-serial nor see (if) booting.

I have now tried with a microSD card installed. It is readable, showing the debian installer on a rpi, and looks OK.

With or without the serial cable attached, my Rock64 does not appear to boot.

I do have an ethernet cable plugged into the Rock64. Shouldn't the adapter's light(s) come on if the Rock64 successfully boots?
