With your Rock64 booted and your wifi dongle attached, unplug the wifi dongle and type dmesg and lsusb at the terminal. Now plug in the wifi dongle and type dmesg and lsusb again and post the output of both efforts here.
If you can boot to a GUI it should be easier to configure your wireless from there.
You will need to edit your wpa_supplicant with your router/modem settings to make a connection from the terminal.
I'm running armbian64 image and can do all that by running sudo armbian-config from an ssh session.
