The voltage difference is nothing to be concerned about, it's just that voltage standards are often not not well defined. For example, in the US the AC voltage may be called 110V, 115V, 120V or 125V. Same thing applies in Europe.
As for testing and approvals on the power supply, I do not know. The one I got with mine has TUV and GS/SGS.
