I would better think about providing 'el cheapo' PoE (neither compliant to IEEE 802.af nor IEEE 802.3at) to every Pine64 that features 100 Mbits/sec Ethernet only. There you have 2 cable pairs that can be used to provide 5V/GND on 4 unused cables. All you then need is something like this
