mobian phosh on screen keyboard not popping up for Chromium/Electron apps

Chromium/Electron needs to finally support the text_input_manager_v3 Wayland protocol for that. Recent versions have support for it hidden behind a flag, but it seems to still be broken in some ways, so they do not want to enable it by default. See https://issues.chromium.org/issues/40113488.
