Re: touchscreen not responding, I noticed that, too.
Like you, the first thing I checked was System Settings -> Input Devices -> Touchscreen -- and it was still enabled.
Later I was in System Settings -> Workspace Behavior -> General Behavior, where there's a "Touch Mode" option. The "info" button beside "Automatically enable as needed" (the default setting) said that Touch Mode would be activated whenever it noticed no mouse or touchpad. My guess was it saw me using those and disabled the touchscreen.
I changed it to "Always enabled." Now my touchscreen always works. And the added benefit is it made the buttons at the top of each window bigger for convenient fingertapping.
While I was at it, I changed Settings -> Window Behavior -> Window Management -> Window placement to be "Maximized" so that when I launch applications they automatically go full-screen. Lookin' for that tablet behavior.
