That's the usual culprit. A bad SD card or a badly written image on to it. I thought you may have already tried that before you posted your issue.
I found another possible culprit for "sd not booting correctly" problems - cr*p USB to Micro/SD card converters!
I have two of these - they are both coloured white, have a sd card slot in the side, plug directly into the USB port and are USB 2 based.
One of them is noname-branded and the other is branded "integral". I tried using different usb cards with both of these adapters and the pine64pro would not boot from any of the cards that these converters wrote to. I tried about 4 different types (sizes/brands) of microsd cards (via a microsd to sd card converter; these are I believe passive and have no electrical components inside they just expose the smaller microsd contacts to the larger sd card) and no joy.
I then tried one of the cards that would not boot with a different usb 3 microsd to usb converter (and one of better quality) and it worked first time.
I have no idea for sure but it seems like some of these cheapo adapters can't write to certian parts of the sd/microsd cards correctly. Prehaps it is because they were probably intended for use with window$ PCs?
Here's a picture btw of the microsd to sd card converter (working), one of the microsd cards(working) and the two converters which definately *don't* work...
