Try installing Armbian to rule out any hardware issues with your board. Install instructions can be found here  https://wiki.pine64.org/wiki/ROCKPro64_Software_Release
None of these downloads actually download anything and a few are broken

Yes I've just seen that. 404 error on them all. This is the link to the archive versions. Pick whichever suits, probably Buster current 5.4.8 and follow the instructions on how to install from the wiki page
Remember this is just to test if your board is booting.
