I'm not all that far from you.  I am concerned, because the building I'm getting it delivered to changed layouts recently and it's not hugely clear what to do with packages.  I'm nervous that DHL has it and is going to try to deliver it without me getting informed, and therefore without giving me the ability to walk them through where to go.

I was informed via SMS by DHL, and Pine64 sent me a notification from the store that it had shipped.

The audio issues and keyboard layout issues were solved by logging in using the rock/rock user instead of root/root. That would be my fault. I briefly looked around for credentials but ended up guessing root/root. Luke's recent post about the rock/rock user has solved my two issues thus far.

No fees at all. Initially, my DHL text stated that a signature would be required. I didn't think that I would be able to get it today, since I wouldn't have been home. However, they seem to have just dropped it off without signature.

I'm confused by your question. Obviously there is something specific about the rock user that has the appropriate keyboard layout. They, perhaps, could have done a better job about making those customizations on the root account as well. But, to be honest, I'm more excited about other projects using the PBP platform to make their own spins. I'm satisfied with the out of the box experience that has been provided thus far.

The "issue" is simply that root hasn't been configured out-of-the-box for the ISO keyboard, right?

It would seem so, unless there's some other magic that they're doing to get the keyboard to work.
