As the problem seems to still persist, did you develop any good workaround in the last 3 months? ;-)

I'm still switching to "2G only" (pun not intended)...

There was an update of both chatty and the modemmanager in bookworm the other day, but I switched back to my old Jolla phone (that's my workaround) and haven't tested it yet.

Finally!
I'm currently able to send SMS via 4G using o2 after the latest updates today on Mobian - Sadly, I cannot recall, which updated software was the clue.
