DirectX and Hardware Acceleration

Hello, I'm trying to create a media application using Windows IoT, and I started with a Raspberry Pi, but unfortunately it doesn't support any hardware acceleration, so video display was unbearably slow.  Does the Windows IoT image for the Pine64 support any hardware acceleration?  I was looking into the documentation for the Mali400MP2, and it looks like it would be just as difficult to get DirectX working on this chipset as it would on the RPi, but perhaps AllWinner worked more with Microsoft to get things working.  Any insight would be greatly appreciated.

Windows IoT is meant for IoT applications. As such, it is not meant for use as a normal computer.

And what library is recommended to use when using RAM and other parameters of Raspberry Pi?
