Hello I would like to know if I can boot the ubuntu touch pintab image on a linux PC with an emmc USB adapter.

Sorry, no chance. The PineTab uses an ARM CPU and PCs use X86 CPUs.
There are other differences as well.

you could likely use qemu to boot the img from an x86 linux machine, but i dont know if it will boot directly from the adapted emmc. you may need to make the emmc contents into an img first
