Best Way of Receiving Calls Without SIM (VOIP)

Question 
I would like to be able to receive calls without using a SIM.

Is there an easy way to setup VOIP over Pine so that it will ring and I can accept calls if I have Internet? I'd prefer something where I don't have to manualy refresh to see if there are incoming calls.

I would also like a real number that goes to the VOIP.

How do I do this?

There are several attempts at getting VOIP going and a client functioning, but so far each attempt has run into difficulties. For a while there, Google Voice was functional via web, but something changed. It, and something like it, such as JMP Chat, is probably your best bet.

If someone can get Linphone, Twinkle, or one of the other VOIP clients scaled and properly working, any VOIP provider can provide you a DID to receive calls like a regular phone.

So there is a Linphone and Jami and Twinkle app. I can connect on Linphone and Jami and can't connect on Twinkle. The Twinkle settings may be too hard for my brain or abilities.

Once I connect on Linphone or Jami, I am not sure how to make outgoing calls. If I put in a number in Linphone, it tries to connect to that address at the server. So if I call (123) 456-7890, then it shows 1234567890.sip.sipserver.net. It says missed call after. I am not sure it's making a outgoing call.

I'd be happy to get even bad quality, I'm just trying to learn more and see if I can get it to work.

What is the difference between SIP proxy server and SIP server? Still trying to figure it out.

Zoiper has some good write ups, but it does not seem to be in the repos, even though there is apparently a debian package available.

Jami peer to peer seems to be working (so far) but the website says that SIP development is still a work in progress.

Does anyone know how I make an outgoing call to an actual number in these things as opposed to another SIP account? In Linphone, I tried to connect to a number, such as 123456789, and it connects to 123456789.linphone.org.

Is there a specific item I need to put in to get it to dial (like "dial:123456789" or "phone:123456789" or call 123456789" so it tries to call a normal phone line as opposed to a SIP address?

You need a SIP provider that allows you to access the regular phone system. Unless something has changed recently, Linphone by default does not connect to the regular phone system. It can, but you must contract with a SIP provider and input their sip URL. Then you can make and receive phone calls. Search google to find sip providers in your region.

JMP.Chat will make outside calls using VoIP. I'm doing that now. You have to set up the phone number first in a contact in an XMPP Client like Gajim or a client that may work with your OS. You can call using wifi, too. I can call landlines or other mobile phones. JMP.Chat works on the XMPP system and uses OMEMO encryption. The people at JMP.Chat are working on making a dialing app to make things easier. I paid 5 months in advance and each month is $2.95 USD a month for 120 minutes of call out time each month. I seldom use that much time with dial up calls because I use the free chat options like alot of other people. Gajim and other XMPP clients have the free chat option like those of Telegram or Signal. XMPP the way I am using it is probably more secure. JMP.Chat works like any VoIP service and I can get SMS messages from banks, eBay, etc. It's all working for me as a regular dial up call service.
