Yes, it seems this battery (power bank) has non-regulated output from three Li-Ion cells. So the voltage on 12V pin may be in range of 9..12.6V, may be +/- 0.3V more to this limits due to voltage drop on switches/fuses/contacts/wires.

12V voltage is not used for the board components except by entry regulators, SY8113. Their datasheet saying that input voltage range is 4.5-16V. Of course, for 5V buck regulator output it has to be more than 5V. Having in mind 80mOhm top switch with a margin, the input voltage should be more than 6.0V to provide enough output current at 5V.
At lower voltage the efficiency of SY8113 buck converters is decreasing and the regulators may shutting down due to overheating.
In general, the ROCKPro64 board itself may operate from 9 to 16V DC voltage (make sure there are eliminated any possible spikes above 16V!). If you're using a devices which are supplying from 12V DC in, like a SATA drives, you need to check that devices separately.
I've checked ROCKPro64 schematic. There is a disagreement between Power diagram and DC IN & System power pages. At the first the regulators are designated as SY8113. At second they are TCS4313B. I haven't found the datasheet for TSC313B.
As for SY8113, it seems to me these regulators are OK for the board itself. But if you will try to load all USB ports and connect maximum peripherals, they become overloaded and my shut down suddenly. Not sure for TCS4313B. But this will be extreme case. For most of actual user configurations this circuitry is OK and commercially-efficient.

Sorry for not responding earlier.

I can certainly send a picture, but I'm not sure it'll help much. Basically what I have is a 12v solar setup, and the output of the batteries are going to one of these regulator boards (which will either step the voltage up if it's low, or step it down if it's high) which then feeds into the rockpro64 + 2x powered USB hard drives (also running from the 12v supply).

I posted a power answer on the Pine-a64 section whilst thinking about a RockPro64, doh!

I have thought for a while that @ 12V $/Ah  lead acid are still extremely viable and the panel alarm batteries for the purpose of UPS size wise are not lithium compact but still for how we might use them compact.

I thought I would mention this as there are a rake of panels and equipment for this but focus seems to often be LiPo with limited current capacity with relatively small mAh and big $.

Hey, I'll take a pic when i get home.  The system that i have it connected to also has to power a lcd panel so I'm not sure how much this helps: I've had it on battery power for about an hour without it shutting down.  I have the batteries in it because the system is for my 5 year old and she likes to move her "kids computer" from our living room to her bedroom or over to a friend's house.  I haven't tested the system to failure.  The battery pack comes with a step down 5V USB outlet that i split to power the screen and a USB hub.  The 12V goes to the Rockpro.
