Tightening the band is unlikely help. Loosening it might... the sensors can work even when rested on the wrist using only the weight of the watch to hold it on your arm.

PPG sensors work by optically measuring the difference in light absorbancy of your tissues due to the level blood diffusion during a heart cycle. Tightening the band or pressing the watch body into the arm drastically reduces the quality of the data because, by pressing on the watch, you are literally squashing the tissues and reducing the blood diffusion effect that we need to measure.
