JCMPine64 try ubuntu 16.04 release provided by longsleep as I am sure a php7 is packaged there.
search
sudo apt-cache search nginx
sudo apt-cache search php
and if it's listed then you have your answer
search
sudo apt-cache search nginx
sudo apt-cache search php
and if it's listed then you have your answer
