Under Datasheets for components and peripherals there is the specification sheet for the modem.

As you've mentioned the wiki helps what they really want it seems is the specification sheet for the Quectel modem.
The modem clearly supports cellular broadcast and emergency mobile alert messages (EMA is used in various other countries, they're mentioned in the specs).
It could answer some of their questions or help you to -- best of luck.
There was someone else who posted here they had to do something similar themselves for their country and they managed it -- either Singapore or Malaysia (probably Malaysia).
