Do you mean a ATX computer power supply? Amperage being low isn't a problem as that is simply the amount of work being done, but you do have a problem if the voltage (pressure) is low, as it either means the power supply is overloaded (unlikely since you say the amperage is low) or the power supply is faulty (also unlikely if the voltage is low).
If you meant 0.25V on the 5v line, and 1.0V on the 12v line, then it sounds like you need to load up the power supply or instruct it to actually turn on, as ATX power supplies are not meant for light duty loads, or to 'just turn on'.
