The only final solution to this issue - is to order an alternative replacement touch panel, NOT FROM PINE64 - for these three reasons:
Actually, there was a great detailed article somewhere which described sourcing the ARTP and installation in a great detail,
the biggest caveat was that Pine64 changed the pinout of touch and you need to either change in reverse or make some adapter.

EDIT: there also may be some way to fix an existing touch panel, like using a gas lighter's quartz igniter - it works for some people, but may be dangerous:
- an alternative replacement touch panel ("ARTP" below) is guaranteed to be different and is unlikely to suffer from the same problem
- an ARTP is going to be much cheaper, also you will not be rewarding Pine64 for their faulty products by your hard-earned money
- an ARTP will have better availability & shipping options, while the official replacement touch panel is out of stock frequently (including now)
