New out of box phone, vibrates and solid red light on charging

Just got new in box Pine Phone Pro, i pulled tape off battery.  reinserted, used usbC cable supplied and different chargers.

However, no matter what I try, the phone just vibrates endlessly and has a solid red light when connecting cable.
