The system sending out confirmations suffered from a failure following heavy load of traffic related to the PinePhone. If the paypal transaction succeeded then you have nothing to worry about. Even if this is not pine64 fault or DHL fault... you have to be sure you are getting either the product or your money. Yesterday, 2020-07-27, I got a text message from PostNord with instructions for how to pay VAT (355 SEK) + customs fee (75 SEK). Easy! (I did add a note to Pine64 when I bought the phone: "Please state actual/true value on customs declaration!" to minimise any hassle, and luckily they seem to have honored that!) Of course any socially responsible company would not try to commit tax fraud by systematically writing down the value of the goods they send ...
