It should play everything up to Dreamcast though.
But I'm guessing it won't run any Sega Saturn emulators, since it is a system that is/was notoriously difficult to emulate. At least that's what I heard last time I checked.
But you say it will emulate Dreamcast. Is that via Reicast? What is the performance like, do you know?
Sega Saturn would be hard as you said. If I remember right, it had a bunch of co-processors on the board, which is what makes things difficult.
I'm having issues getting the Bios going in Reicast. Every time I put it in the correct folder, it makes a sub folder and wants it in there. I'll try to mess with it this week.

It appears that Android detects the controller. For games, I'm not sure if the emulators will detect the controller.
