Also it is quite common for mobile connections to be NATed through common IP addresses resulting in the same thing.

There are not enough IPv4 addresses to go around and so assuming that two users on the same IP address is abuse is not a safe assumption.

That's a totally different thing I was not talking about, and you're also incorrect, such IP bans work great against such spam.
