Afaik thats for a different chipset (Allwiner H3 first then H5 on last stretch goal) but i wonder if it applies anyway since the vpu/gpu of the H5 and the RK3328 are allmost the same (h5=mali450mp4 while rk3328=mali450mp2). In any case they need a few months yet (maybe a year) to reach the last stretch goal...

Do not mix GPU (3d acceleration/OpenGLES with ARM proprietary and closed sourced "mali450mp2" HW) and VPU (video decoding/encoding acceleration that is Rockchip proprietary but open sourced in user space (MPP) and kernel space "rkdec"/"rkvdec"/"rkvenc"/"vpu"/"vpu-service"/"avsd"/"vepu"/"h265e" HW) !
Opensource GPU drivers are developed under name Lima.
