5.25v would be pushing it...  I would not.

5.1v  @2.5A

I routinely run my pine64s with 5.25v 4A power supplies (adjustable quad-USB 12v - 5v power supplies) to overcome voltage sag over the microUSB lead and connectors. It should not be an issue running the pine64 at this voltage as the PMU is spec'd with a maximum of 7v. Just be aware that your 5v and USB voltages may be a bit higher than 5.0v if that matters to you! 5.28v at the power supply drops to 5.22v at the pine64s USB ports and 5v pin (unloaded, 5.19 with a USB key plugged in) with a good microUSB power lead, and this is within the USB 5v power spec (5v + 0.25, -0.55/0.6 [depending on version]). This is with the DC/BAT jumper in the DC IN position! Wink 

I take it you want to use something like the 5v (5.25v) power supplies that Adafruit sell for the Raspberry Pi?

i have no idea if it is safe, but for the past month i have been using one of these

and my pine64 has not burned out yet.
i have the buck converter dialed in at 5.25V and it is a continuous 3A output. i am using this on my older board [7 months useage] which had shown signs of power related boot problems and those have stopped happening as often.
