Fedora 36 -> 37 upgrade kills system - tydeman - 10-28-2023

Years ago, I found instructions on installing Fedora 32 to a SD card.  I can no longer find those instructions.

Since then I have been doing upgrades in place: 32 -> 33 -> 34 -> 35 -> 37 via:
  dnf --refresh upgrade
  dnf system-upgrade download --refresh --releasever=37
  dnf system-upgrade reboot
However, doing the 36 -> 37 upgrade appeared to work, but when I boot 37,
I get a Kernel panic (Attempted to kill init!) soon after Switch Root.

I am looking for either of two things:
1)  Fix the existing Fedora 37 system
2)  Start over with a clean install (need instructions)

Manjaro on the internal "disk" still works (if I remove the SD card).
So, I should have the ability to edit things on the SD card once Manjaro has booted.
