there is a reset button under the back cover, below the camera
What is it good for?

I checked the user manual and the https://wiki.pine64.org/wiki/PinePhone. Neither of these are giving any clue.

says that there is no factory reset, so what is it then?

I believe it's a hard reboot, like pushing the reset button on a desktop computer, in the event the software is completely locked up.

The schematic shows it operating directly on the A64's reset line, so it's rebooting the processor without directly affecting other parts. That _may_ make it a safer hard reset than just pulling the battery if your modem has the stock firmware, assuming there isn't a side effect of that reset causing a hard reset on the modem. I imagine it could make some low level development easier too.

The stock modem firmware is an embedded linux with has a filesystem mounted read-write, and if you're unlucky it can be corrupted if the modem isn't shut down cleanly before power is removed. The community firmware avoids this by not mounting the filesystem read-write.
