The Mac is many times faster than the PBP. It also might use the EFI firmware instead of UBoot.

Pi4 uses EFI firmware also. Pi3 didn't though.

Err, this has been done, glacially slow (mind you, this was x86, not arm windows)
And yes, the m1 (A14?) cpu is at least 10x the speed of rk3399, probably faster
