i'm using a dell monitor that also has the slight overscan issue so in the mentioned line in file uEnv.txt i changed 720x60 to 720x55. at the point when the it first loads there is a message about not being able to load the resolution, but the result of doing this is 1920x1080 @55Hz and my monitor can handle that. the control center/monitors lists it @ 1920x1080 0Hz. it has been up for 4hrs now with nothing bad happening with nicely formatted screem.

Code:
sudo nano /boot/uEnv.txt

Then edit, then CTRL+X, type "y" then Enter. Then reboot.

Worked great. Thanks.
