It depends on what you want. A phone for daily use in a democratic nation with the possibility to shut down HW components when in hostile environment? PinePhone. You´re in constantly in a hostile environment? I would opt for a Librem phone.

Yes, you can probably be spied upon in Germany, too. Want to be even safer? Don´t use a phone at all.

Hmmm. I'd rank all of those as pretty similar. Im really hoping to find a true outlier. Probably worth looking at Liechtenstein, Paraguay, Sao Tome e Precipe, Montenegro & some of the Caribbean countries. Still don't know enough about each but they look interesting enough to garner further research.
