Well, it's changed, for the better, I guess. I powered cycled it (removed and reinserted the battery) and also enabled both "mobile data" and "data roaming". I can now both place and receive calls if I give it enough time to stabilize. However there is about a 250ms delay in the audio and it is often intermittent. Calls often get terminated after 10 seconds or so.
