You might be able to try this version of anbox: https://github.com/HarleyPato/anbox-arm64
They might have a working version in their repo. There's not much word I've found concerning whether it's finished and working. The Github README for ubports' anbox also lacks installation instructions.

Anbox is very experimental atm. See:

they got it working in debian on pinephone

and since ubuntu is derivative of debian, might work on ubuntu as well
