The Pine A64 USB port can supply +5V 500mA power, just make sure that your USB HDD consume less than this figure.
Is there a way to boost the capability of the Pine64 to take USB powered hard drives? Would attaching a second battery fix this?

The Pine will support USB powered hard drives whose power consumption is less than or equal to 500mA. A good many USB powered hard drives should work just fine.
Cool, cool~ Good to know! :3 I'll just have to check carefully when purchasing/using them in the future.

Not sure what you'll be using your Pine for but why not just by an external enclosure that uses AC power?
