oh fair enough i guess,
got playstore installed on android 9 and installed chrome problem is 9 keeps rebooting not sure if its from 9 or because i installed the three apps plus chrome

Try removing Chrome and seeing how stable it is then.
if we follow the instructions for the tinkerboard, we need the services for android 9,

these are the ones I am using. the play store and play services were released at the end of march 2019 and the GSF was released for Android 9 on april 2, 2019

some critical notes

Instruction set is: arm64-v8a
SDK: 28
resolution is: 1024x552 pixels
Density is: 160 dpi
Refresh Rate: 58 hz
I played with it a little and I successfully installed Play Store using apks downloaded from apkmirror.

At a time of writing this post there are these versions:

I just renamed the files to playstore.apk, playservices.apk and gsf.apk and installed using this guide.

I decompressed the renamed playstore.apk to playstore.apk.zip and copied all the libs via adb.

So Play Store works.
