Once I extract PhoenixCard, I'm experiencing problems. I receive an error notice that states I don't have permission whenever I click on the.exe in the extracted folder, and then it vanishes. I've tried right-clicking and running as administrator, but when it asks for permission, I get the same response. Any assistance would be really helpful.

Sounds like your antivirus may be considering the PhoenixCard executable infected and deletes it. You might wanna a) make sure you don't download it from some shady location and b) check with your antivirus vendor if you can't figure it out yourself.
