The idea for the SPI flash is to use it for the boot firmware (e.g. bootloader/ATF/u-boot...) so that you can separate the board specific parts of the software from the images that are on the boot media. Having the boot firmware on the hardware also enables things like booting from USB or network without using a sdcard.
