For the pine64? Ubuntu is the fastest moving distro. You can't go far wrong with longsleep's Ubuntu Xenial Image or the Armbian pine64 distros (legacy) if you just want a minimal image ready to build something else on top of.

I use both Ubuntu distro and Debian, but for my personal use start with a basic command line Debian install.  Is there any reason I shouldn't consider the base Ubuntu and Debian kernel and installs equivalent?  For practical purposes the repos would be different.  I will often build from source, but prefer to be lazy and let apt-get do the work.
