In the photo with jumpers - there is no important jumper on the connector that is closer to the edge of the board (it is signed ON/OFF_BATT ). Install a jumper on it (the contacts must be closed.

Okay, that worked! Using one of the images from that thread + the jumper succeeded. In the interest of thoroughness, I tried the mainline Armbian image recommended for quartz64a, and that did not work. As you indicated, it looks like the mainline image is broken, unfortunately. Also in the interest of thoroughness, I tried writing the SD card with dd, and that did work.

I'm marking this thread as "solved", thanks all for helping!

If you don't get output via UART, try switching the white and green lines.
Mine is black-white-purple and the colors don't necessary mean much. (Black is often GND though)
