You might be able to hack some stuff onto the Pine, but probably nothing native. A VM player with netbook style Win10 home ed image may work, but not without proper hardware support. I looked into hacking the win10 iot, but there is too much missing to get a proper kernel with HAL up. WinPE 10 with Arm binary stack is the closest you can get atm, but that's something you need to extract/salvage and heavily modify or opt for hacking it from a Microsoft Surface tablet.
