Nothing would stop them but they have no public plans or incentive to, there was rumors a desktop version of 10 was in development for arm devices but nothing has materialized.

Windows 10 IOT offers coders nothing that isnt available in Linux, it doesnt even really qualify as a operating system. At best it will be a next step for all those windows XP ATM's that need updating or for someone who really wants to code in visual basic on windows.
